Evaluations are conducted using customized rubrics including budget analysis and accountability, performance-based outcomes, researched-based instruction, and alignment of intent with outcomes providing opportunities for program improvement. Each state is provided a Data Needs outline to clarify data tracking protocols and timelines.
Northstar is an independent consulting service focusing on the special needs of correctional educators.
With experience in national research, federal program evaluation, grant writing, and curriculum design and development, Northstar provides consultation and offers administrative assistance nationwide. Northstar’s owners Cindy Borden and Penny Richardson are former prison teachers and prison school administrators (principals); their experience lies directly in the field.
Eight years ago they launched Northstar Correctional Education Services to address the needs encountered as correctional education administrators. Northstar now works in multiple states and brings that experience to all projects.

TRAINING AND STAFF DEVELOPMENT
Few educators come to correctional education with critical survival skills. We offer in-house or regional training in leadership, credit-bearing new teacher orientation, and customized workshops. Correctional Education training focuses on security awareness, curricular flexibility, student/teacher motivation, a team approach to rehabilitation, and a thorough introduction to the distinctive culture of prison education.
