Youth Offender Grant changes!

The new name is Grants to States for Workplace and Community Transition Training for Incarcerated Individuals program (IIP), previously titled the Grants to States for Workplace and Community Transition Training for Incarcerated Youth Offenders program.

The Higher Education Opportunity Act (Public Law 110-315) (HEOA), enacted on August 14, 2008, amended section 821 of the Higher Education Amendments of 1998 (the statute), which authorizes the Incarcerated Individuals program. Section 821 of the statute continues to require State correctional education agencies (SCEAs) to submit to the Secretary an application in order to receive a grant.

Some significant changes to this grant guidance require individual participants must now: (1) be between the ages of 18 and 35; (2) have a release date between 1 and 7 years; (3) have a high school diploma or equivalent. Certain crime categories prohibit participation. Additionally, significant evaluative measures have been added. Please contact Northstar for assistance in grant evaluation.

EVALUATION

We will provide objective, impartial reviews of both state and federal correctional education programs.  Comprehensive reports include commendations, recommendations, and summaries of both field practices and administrative processes.

Evaluations are conducted using customized rubrics, including budget analysis and accountability, performance-based outcomes, researched-based instruction, and alignment of intent with outcomes providing opportunities for program improvement.

 CONSULTATION

We are an independent consulting service focusing on the special needs of correctional educators.  We will evaluate your programs, processes, and practices and provide comprehensive reports.

TRAINING AND STAFF DEVELOPMENT

Few educators come to correctional education with critical survival skills.  We offer in-house or regional training in leadership, credit-bearing new teacher orientation, and customized workshops.  Correctional Education training focuses on security awareness, curricular flexibility, student/teacher motivation, a team approach to rehabilitation, and thorough introduction to the distinctive culture of prison education.
